CAHA 2020-2021 Out Of State Travel Policy

This letter shall serve to provide all members an update regarding CAHA’s position with respect to approval of team rosters prior to CAHA permitted tryout dates. During the CAHA Board’s Special Meeting yesterday, the Board in recognizing that hockey is opening up in other parts of the country earlier than here in California, developed a COVID Out-of-State Travel Policy whereby on a case by case basis CAHA will review and potentially approve a team’s roster to allow teams to participate in USA Hockey sanctioned events (tournaments, league play, etc.) outside of California when such activity is permitted in the host State/County, subject to the following guidelines/criterion;

Tier 1
• A Tier 1 team wishing to play in an out of state event prior to CAHA’s permitted tryout dates must roster players on their upcoming 2020-2021 regular season roster pursuant to CAHA’s previously issued guidelines permitting Tier 1 rostering prior to tryouts (no financial contracts/LOI’s allowed; team cannot CUT a player for remainder of season, however player may DROP at any time prior to post tryout LOI issuance, etc.). No tournament rosters will be approved for Tier 1.

• All requesting Tier 1 teams must submit a completed CAHA’s COVID Travel Permit Application (new form also being distributed) to participate in an out-of-state event. The form will require the following information;
o date/location of out-of-state event
o type of event (tournament, showcase, league play, etc.)
o USA Hockey sanction number
o written documentation that said event is permitted by the Host event’s State governing body
o written documentation that said event is permitted by the Host event’s County governing body

• A new CAHA COVID Travel Permit Application must be completed and submitted for each individual trip (each subsequent out-of-state event occurring prior to tryouts requires separate approval by CAHA)

Tier 2 / HS / A / BB / B1
• All non-Tier 1 teams wishing to play in an out of state event prior to CAHA’s permitted tryout dates must create a tournament roster for a specific event (no financial contracts/LOI’s allowed). No regular season rosters will be approved for any non-Tier 1 teams until after tryouts.

• All requesting teams must submit a completed CAHA’s COVID Travel Permit Application (new form also being distributed) to participate in an out-of-state event. The form will require the following information;
o date/location of out-of-state event
o type of event (tournament, showcase, league play, etc.)
o USA Hockey sanction number
o written documentation that said event is permitted by the Host event’s State governing body
o written documentation that said event is permitted by the Host event’s County governing body

• A new CAHA COVID Travel Permit Application must be completed and submitted for each individual trip (each subsequent out-of-state event occurring prior to tryouts requires separate approval by CAHA)

Sincerely,
Thomas Hancock
